1920 1 Korona Szent Istvan Hungary? Stamp, Possible Revenue?

Hello,

I came across this stamp with a bunch of other Hungary stamps, but I was unable to find out what it was.

I assume it is Hungarian, due to the currency and design and language, but it doesn't say Magyar Kir. Posta or something similar...

I looked for it in my 2017 Scott Classic Specialized Catalogue, but was unable to find it.

A google search yields only a couple ebay listings for similar looking stamps that seem to be from the same person, as far as I looked, but the listings don't say what kind of stamp it is.

I assume it must me some kind of revenue then? It must be relatively obscure from the lack of internet presence.....

Any insight into its ID and relative value would be appreciated!

For some reason, those stamps on delcampe must not have shown up in my initial google image search....or I didn't scroll down enough!

A follow up question: I have one of these, the 100 Koruna from 1923:



It has a red stamp that reads:

PAY TO THE OR
(N)Y FEDERAL RESE
OR ENDORSEMENT
NOV 11 19
E CHATHAM AND PHENIX

This stamp is probably from the
Chatham Phenix National Bank and Trust Company of New York

As you can see it has part of a circular perforation, but the only perforation I could find from that bank seems to be a (C?)PB perforation that does not match:

It could of course be a Hungarian perforation.

The question is:
How come a Hungarian revenue stamp has a cancel from a New York bank?
