It is clearly a #2 (edited to add which means it has to be a 2132 and not a 2132b), The 17c Auto is the PNC that is most often seen with the whole number in top with the 1c Omnibus probably taking second place, so the 12c isn't the most common, buy it is hardly rare.

I think all agree, it is not rare. Yet, I appreciate seeing these samples.
Thanks for the input, I did see the miscuts on ebay, but they are all MNH. I thought there might be a premium for a used copy and couldn't find any out there.
