1935 Wurttemberg Stamp Identification

Does somebody know what this stamp was issued for? I assume it is a revenue stamp, but I have not been able to identify it in Michel or online.

German Reichsluftschutzband ( Reichs Air Defence League ) Member's yearly dues revenue stamp for the Wurttemberg district. RLB was in charge of air raid defence, education and training. Basically a Civil Defence / Paramilitary organziation.

Is it listed in any catalogue? I assume since it has a 1935 overprint that there are multiple annual issues of this stamp.
