Do pen cancellations on British postage and revenue stamps of the KGV era normally indicate that they're revenues?

Revenue use, yes.
They could be employed as Postage or Revenue use.

I do not know about Britain, but when someone paid a bill that required a revenue stamp back in the 50's in the Netherlands it would either be cancelled with a rubber stamp or with a signature

In Britain in the early 1950s, all receipts for over two pounds had a 2d stamp affixed to them. They were either signed or stamped to prevent reuse. This practice ended some time in the mid-1950s.

Indeed, quite a list! And are the stamps themselves housed separately? Or do the computer folders merely indicate what you own?

I am, I am. Always envied typists.
I use just Index left hand, and middle finger right hand.

Sometimes I look at the screen, and type, I am about 70% accurate.
Just have a bad habit of looking at the keyboard.

In my database, I am getting used to the pinky, selecting down arrow and shift left / right.

This tax was introduced in 1853 when the rate was 1d.

The rate was increased to 2d in 1920 and stayed the same until the tax was abolished on 31st January 1971.

I remember seeing 2d stamps used this way when I was a child.

The 2d stamp is typical for the period. You often find 2d stamps like this (and earlier 1d stamps) with commercial overprints used for the same purpose.

The 3d stamp is more unusual and I guess this was used to make up a higher tax rate such as the 6d rate for the tax on higher purchase agreements and insurance policies.
