Without a picture, there's not much point in guessing. If someone had a sheet of 1940s definitive stamps with a low face value from most countries, they'd be worth very little, however.
Its greatest value would probably be as a piece of family history, like the ashtray that my uncle brought home from the Hotel Vier Jahreszeiten in Munich, where he served during the occupation of Germany right after the war.
