I'm assuming these are Chinese because they show the Great Wall of China.
Are these actual stamps or novelty items and is there a date on them?
If they are real stamps is this a complete set?
Any help would be appreciated.

Real stamps. Complete set is ten stamps. Watermarked Scott# C21-C30, unwatermarked #C31-40. You are missing the .30¢ and the $1 stamp. Issued 1940-41.
