I found the following that initially looked like a coil, but there are none for this denomination. I assume that this is an inperf that was stripped with possibly private machine perfs.
Sheet stamp Scott 428 or 466. Natural straight edge along guide line at right. Left edge trimmed. Does the left edge taper very slightly closer toward the image at the top?
(Start with the simplest solution. A scissor cut is simpler than added perforations.)
When I first measured it looked equal, but after getting a better device, it is 1/4 mm shorter at the top. Good catch. I always tend to over-analyze things. Seems like it was trimmed prior to cancellation.
