Are these regular Russian stamps? Both are mint, so maybe unissued?
From what year?

Hi, those are Latvian stamps, prepared for use but never issued in 1919. Under Russian occupation

You're right, the seller did include them in the Latvian packet. How did you recognize it, when the writing is only "Russian post"?
With your help I went back to stampworld, and found them under "Russian army of the west - unissued items".
The search tool in stampworld is not very good sometimes.

I have seen and identified many stamps as a collector and as an auction stamp describer.

In Michel catalogue they're not listed under Latvia but Russian West Army

"Russian Army West" is the better designation, because these stamps were not issued by any Latvian authority but by an army of counter-revolutionary volunteers commanded by Bermondt-Avalov ca 1919-20. Rather than confront the Bolsheviks, this so-called Army of the West invaded the Baltic states instead, where it ended as a rogue force defeated by the Latvians and Lithuanians. These stamps were never used, so most catalogues don't list them. Moreover, about 2/3 of them are counterfeit.

Not only are there are lot of counterfeits but there is no agreement among experts as to which are genuine and which are fakes. American Philatelist had an article in the March 2011 edition by John Iacovino which seemed to give definitive information on how to tell the difference. But there were numerous follow-up letters contradicting almost everything. This issue is ripe for further research.
