Determining Flat Plate Or Rotary Press

Is set off on the back of a stamp always present on flat plate printings ? Because I came across a stamp that doesn't make sense. Should be a flat plate printing but it does not have any off set. If this is true it will be the first time I've seen this. Any thoughts? Thanks.



Like I said it doesn't make sense. The other ones I have all have set off.

Would be good to see a scan of the stamp front and reverse.

It is possible that a flat plate printed stamp does not show setoff.
