The second one is a postal tax stamp. You should be able to find it on www.stampworld.com

First one seems to be a poster stamp advertising the Timisoara Trade Fair in 1933. Timisoara is in Western Romania and the third largest city in the country, population about 500,000 in the metropolitan area.
