anyone know the issue date and or value of this interesting russian revenue issue. from ebay sales this is from st petersburg but ones I have seen are imperf.

The text says "St Petersburg City Council"
According to Forbin catalogue they are "urban police stamps" and were issued in 1865
Most of them are imperf. but perf. copies exist

It's the Saint-Petersbourg City Council issue started in 1865 - see Forbin's catalogue: https://stampsmarter.org/learning/H...atalogs.html

These were used on residence permits which were issued by the police.
