Hi, I got this United Stated Franklin of 15 c denomination and grey colour, 1911-12. I could not find what the absence of perforation at the bottom does for the value. The other sides are perf 12 by the way.
This stamp was printed in a sheets of 400 with lines to cut into four pane of 50. This web page explains why your stamp has a line of color on one side. They are actually scarcer than fully perforated stamps, but un-popular.
