Hello!
Hoping to get opinions on this German state/plebiscite stamp. My question is that I think its obviously used, but if I sent it off to get certified, would they certify it used? Huge difference in value between used and not. Lots of fake cancels on these are to exist. exist. THANKS!

The stamp appears to be genuine but the "cancel" is not expertizable.
