Ink Appears Smeared On This 612 - Is This A Symptom Of Flat Plate Stacking?

Just curious about how people would describe what appears to be ink smearing on this stamp. It appears to be an unused, never hinged stamp.

This effect is more generally attributed to poor plate wiping.

Wiping issues tend to appear near the edges of the plate, where excess ink can remain after the first wipe. This stamp is from a bottom row position, of course.

Yes, rotary, I forgot. Anyway, the zig zag "wiping" effect makes sense. Thanks for the pointers.
