Scott 407-Xx Paste-Up Pair – Is This A Normal Perforation?

This is a Scott 407-XX Paste-up pair - Precancel V-466
Question..Is this 1962 "Queen Elizabeth II" pair that is a 9.5 Horiz. perforation that has a paste up strip that has 8 Horiz. Perforation.

Is this a normal way to do a repair paste-up strip...???

The blank lead and end paper for these coils were perforated by an old perf. 8 wheel perforator while the stamps were perforated by a perf. 9.5 bar perforator.
