This is a recent purchase and I was wondering if this is just a well placed ink smear or something else.
Has anyone come across something like this before?

I was leaning towards an ink pull, as we see many of those on Canada. However, the angle is just odd. Perhaps a dropped tool? I only have a couple of this stamp, and both are pretty ratty used copies. This might be a good one to send to re-entries.com, in my opinion.
