27 Oktober 1860 - Russian Stamp? ID?

I have been unable to ID this stamp:



It says

#1055;#1054;#1065;#1058;#1045;#1055;#1056;#1053;#1045;#1058;#1054;#1056;#1045;
27 #1054;#1050;#1058;#1054;#1041;#1056;#1040; 1860
2 #1055;#1040;#1056;#1045;

but to complicate things (if it is Russian): they used the Julian calendar at the time until after the revolution, so searching with this date on the internet may turn of nothing.
I only have European catalogues, and after half an of Google image search, Google translate, Wikipedia... I give up.

Can anyone ID the stamp?
