Need Help With Identification Of Presumed Russian Blue Stamp

Good morning everybody! I'm a young collector, I've just found this stamp but I can't identify it... I think it could be Russian cause it's written in cyrillic alphabet but it could be of any Slavic country I guess.

Hi fedelf, and welcome to the forum. Your "stamp" does not look like a stamp but is most likely a postal stationery "cut-out". And it looks like part of it was cut-off as well.
