I remember this type of "investment" stamp offerings in the 1980's or so, when investment operators were hawking these. From my recollection, the stamps were most often correctly identified for catalog listing, but the condition was almost always less than desirable (centering, condition, faults).
If there is a cited certificate (PF, etc.), it would be worth checking validity, however back in that time period, faults were often not completely disclosed.
