Queensland Uprated Newspaper Wrapper

After reading a couple of posts on newspaper wrapper cutouts (Rod222: mutilated stationery) like:

I decided to get myself into trouble by looking for wrapper entires to buy. I found this:

At first glance, it looked like one of those double indicia stationery items (that actually makes no sense). But a closer look showed that someone had glued the indicium from another wrapper to make the rate to the UK:

Rimless WOOLLOONGABBA cds from 1902 1892. There was a cancel ID question about a similar cancel, the subject of yet another post here at SCF.

So, was using cutouts a permitted practice in Queensland or any of the states? I know things like this were often tolerated in the mails, but were not exactly legal in most cases.

Further, I have to emphasize that there is no way that any of the cutouts we've seen originated from this kind of usage unless actually found used on stationery or a cover.

I can only guess, no actual knowledge of permission.
Going by the
script, the addressee etc, I would suggest this was an accepted
practice, at least at this company.

I have not seen many uprated wrappers at all in my experience.
It seems it may have been an extra heavy newsprint of some kind.

This one is the square corner version (agreeing with dates mentioned) and is printed by lithography (both!).

For the record, there is no return address nor receiving mark, typical for newspaper wrappers.

I don't think postal stationery cut-outs were valid for postage but some would get through.

Jan Kosniowski's work on wrappers is phenomenal. I have purchased a few items from him.

Here's one that got through.

I have no idea if these were valid for this type of use.

Wonder if no imperf can be used on mailing in Australia came because of this practice.
