Yes, you have IDed the first stamp as perf 11 x 10.5.

No. Except that the stamp isn't lined up to match the gauge in either image.

Slide the gauge up or down until the lines perfectly match either the peaks or the valleys of the stamp perforations. You will find the top/bottom perforations are very close to 11 and the sides are very close to 10.5
