Sorting through some material today and ran up on these (on right above), new to me; given the unusual color/imperf I am assuming proofs or printers waste? Two typical stamps shown at left above...)

I would think these are just printers trial proofs.
There is no printers waste in Monaco.

Also known as trial colors or trial color proofs.

There also sheets of progressive color trials that show the separate colors used on the design used ending with a final multicolor combination. The 15fr value in the center is likely one of the latter. Horizontal strips from the sheet will show the process.

I don't know if Monaco was handled separately, but these used to be sold or auctioned off (and still may be) in large lots along with the deluxe proofs by the stamp agencies, I believe.
