Lost In The Washington/Franklin Series Need A Little Insight.

As like alot of you I have several covers from 1909 to 1924 of one or the other faces attached. In this case my problem is I can only measure down to 10 perfs on my tool unless I have an off cover then down to 7. The first cover has vertical perfs and they look strange. Could it have been imperf privately perfed or a fake?
The second cover has a strange paper it was printed on, could it be a bluish paper? Or could it be one of the other experimental papers during that time. I placed it next to several other covers of the period and it stands out like a sore thumb. I've never seen an experimental paper either picture/photo or in person. It looks dirty or stained but the paper is very clean.

You don't provide us any information on what catalog or internet tool you are using to identify these stamps, so it makes it more difficult for any of us to guide you through the use of them, etc.

However, the first stamp is perf 8.5 vertically, a coil stamp, which makes it Scott 412. Does this make sense to you?

Your Washington stamp is Scott 412, perforated 8-1/2 vertically coil stamp. The second stamp is badly toned.
