Looks like a chungking overprint SG#247. Scott#179 republic of China 1944. Sun yat-sen (3rd issue redrawn) (Recess paicheng printing co, nanping) 100$ brown imperf Correction- Optd as T3, in Chungking * not the T9 image I posted earlier *  |

Assuming you have access to Scott. Suggest you look at the listings for Sinkiang.
A larger, sharper resolution photo of the overprint would be helpful.

I only added a few things printer, Scott # and information about the stamp I withdrew the T9 image after calstamp Caught my mistake :) (T3 not T9) Chengtu(T9) and Chungking(T3) are listed under sinkiang also (T3)

SC#179 is the closest you'll get I think you'll find this is the overprint  |

This is an ROC stamp Sinkiang Def 011 Dr. Sun Yat-sen Issue, 1st Pai Cheng Print, with Overprint Reading #12317;Restricted for Use in Sinkiang. The overprint was also done by the Pai Cheng Printing Press in No.6 Sung typeset characters. Issue date: 1943-01-01 set of 14 stamps. Thanks perf12, My Stanley gibbons vol17 China 8 edition, Only has a listing for T3 Chungking for this stamp? Would Chungking be considered part of Fukien? (Eastern-southern) since it's the only listing |

Chungking was the capital of Nationalist China from (1937–1945). It appears the overprint is on the , 1st Pai Cheng Print (1942). The stamp was printed by the Pai Cheng Printing Press at Nanping in Fukien Province. The Overprint was done at the Pai Cheng Printing Press in 1943.Apparently they must of used some left over stamps from the 1st 1942 printing (brown stamp).The majority of the others were the bistre yellow shade of 1943. |

Pre-1945 wasn't Chungking considered part of sinkiang and post-1945 Szechwan? |

Only perforated 13 mentioned?  Until 1944  There is also mention of there being three different types of T3 |

Perf12, I do believe your overprint looks closer to the original picture posted.  Small difference, **not a significant difference**  I'm not sure why SG only lists this as a #247…..I'll have to grab a C.S.S catalogue To fill in some blanks left from Stanley gibbons and Scott catalogues |
