The American Stampless Cover Catalog has been the go-to source for many decades. The most current iteration is here:

That said, the valuing of stampless covers (and postal history in general) is often an art rather than a science to fully take into account all of the features of a cover - the rate, route, franking, addressee, condition, new finds, etc. There are many reasons why any particular cover might be considerably more or less than the value given in any reference.

Did you have specific examples your were trying to evaluate?

Also, the ultimate source of actual values are real sales. Something is worth only what a buyer is willing to pay. You can develop some very useful data by tracking on-line sales and auctions and ignoring things like starting price or estimated value and looking only at actual sale prices. Over a period of many months and then years of taking notes and comparing covers, their features, and the prices they actually sell for when they actually sell (many do not actually sell normally because the seller starts their auction too high) then you will be able to come up with some very accurate "values" for covers in the area you are most interested in.
