No. The vertically perforated stamp (Scott 322) is a type II and though the picture is quite small that appears to be a type I. A larger scan would likely reveal additional clues.

Also, the bottom looks like it was scissor cut - it is not straight

Bottom is not straight, likely not wide enough from top/bottom edge.
