Is this possibly some variant of Scott 158 or 147? Or something else?

US Bank Note era stamps often have very wide margins, so your first thought (scissored) is correct.

This stamp can be found with large boardwalk margins. Best guess is it had severe perf faults so as mentioned they were cut off.
