PENANG is the city, but I can't read more than EBERT on top.

In the far East it was the practice of commerical companies to have their name stamped on all their out going mail . This voided thief and messengers who took mail to the Post Office from stealing the stamps .

This is not a town, but a "Commercial Overprint" (In violet) ?

If it is, it looks like a new discovery

Yes, this is not a town name but a commercial overprint. These were used as a security mark by senders to prevent theft of stamps from covers and could also be done as pen markings. This was common enough throughout British Asia in the 19th Century.

My guess is H. Liebert & Co., a shipping company also known as Huttenbach, Liebert & Co.

Don't write that in ink, but perhaps it can be used as a basis for additional research.

August Huttenbach appears in a 1904 list of persons qualified to serve as jurors in Penang, and he is listed as affiliated with H. Liebert & Company; Northam Road, as a partner.

The list was published in Straits Settlements Government Gazette, December 23, 1904, and can be found at https://en.wikisource.org/wiki/Penang_Jurors_1904

Perhaps a cover can confirm this. (I haven't looked for one.)

My statement above, about the use of commercial companies printing or writing their names on their postages stamps was from a old article written by Fritz Billig who published his Billig's Philatelic Handbooks back in 1964 but published in the 1970's Linn's Stamp News article . I can't find that reference source now in my file box .
