Hello tkoops,
Many Canadian stamps can be found with what someone called an "ink bubble"
These "bubbles" have many other names: donuts, hickeys, and many more colorful words. If you wish to have an understanding from a printer's point of view, google the following "hickey: menace and mark of beauty".
You may start seeing them more often since you found this beautiful example. Keep looking and your collection of unusual items will increase. As to value? Maybe a dollar or two or maybe a bit more if someone wants it badly but why sell it? Use it to enhance an existing collection and to deepen your knowledge. Enjoy it.

Minor variety. Still nice, as bk80 said, probably a monetary value of a couple bucks. Personally I would stick the name "blue dog tag variety" on it!

I'm not the biggest fan of modern stamps but that is a great image of a Newfoundland pup that really brings out their good-natured temperament. A couple years ago, while at Signal Hill in St. John's (perfect location!), we met the biggest boy I've even seen of that breed, absolutely massive and placid, happily posing for pictures with tourists. Only problem with them is you need to carry a mop around for all the drool!
