"Douane" means customs. This is a customs tax stamp of France of 1897, listed in the Forbin catalog which can be found on the Stamp Smarter site.
What makes this very interesting is the Poste Cherifienne cancel, which makes the usage from French Morocco. Genuine use? Maybe someone else can confirm.
