It is a Mihon or "specimen" stamp. You will find many Japanese issues overprinted as such. Values are all over the place given the specialized nature of the material.
I never saw this before, so I looked into Sakura catalogue and found it. rogdcam is correct on Mihon, "specimen" stamp. Often the specimens are higher value than normal stamp... what you got has handsome value, I guess?
There is a set of these airmail stamps for sale on Hipstamp with an asking price of $379. On the other hand there is a Kelleher auction record where 579 different of these specimens sold for $179. Tough to price. I think that a Japan specialized would love to have them but you need to find the right person.
