It is amazing for your great effort which finally gave me a spark.
This is a hunting permit which exists as 10 pi and 3 pi.
The fishing permit is recorded as 3 pi. Which may mean that both hunting and fishing permits have the same script.
The same is also appears in passport and safe conduit passes where the script is the same where one is 5 pi and the other 10 pi.
If this is true it is obvious that I am looking for a fishing permit which actually is the hunting permit of 3 pi.
Unless other information appears this is BINGO.

Acording to McDonald hunting permit should read Saide berri tezkerelerine mahsustur
while the fishing permit should read Saidi bahri tezkeresine mahsustur
So small difference in arabic script where a dot can change the word .
Placed them side by side magnifying to find difference but no way , so I leave it as I believe until a new information will appear.
