Sc# O59-O63 & O176-O183 don't appear in wurttemberg albums and I don't find them in the English version Michel catalogue. Are they considered German or Wurtt issues. Should they be included in Wurttemberg albums. What are the Michel numbers for them

Michel lists them under Germany because they were used country-wide, not just in Wurttemberg. What album are you using? If it's not a Scott album, they're likely on the pages with the Germany officials.
German specialists generally agree that these are German stamps. Although they were "used and cancelled only in Wurttemberg" (Michel), the 'Deutsche Reich' overprint indicates their validity was national.
The un-overprinted versions of these two sets were valid through March 31, 1920. The first set was made for use by municipal authorities. These stamps were valid only within the state. Wurttemberg continued to make (overprint, mostly) official stamps for municipal authorities/internal usage through the inflationary period. This is probably what causes the greatest confusion.
The second un-overprinted set (Amtlicher Verkehr/official communications) is among the official stamps listed for government agencies.
The two 'Deutsches Reich' sets were issued on April 1, 1920 and valid through September 30, 1923.
"Validity" did not translate to usage, however. All the "Deusches Reich" overprints of the time (like Danzig, Bavaria) were also valid throughout Germany, but the vast majority of all of these were used from the home country/state for obvious reasons.
