The design and "22" on this item makes me think it is not postal. It might be a piece from a picture album, with perhaps the cutouts coming from boxes (tea?, grain?) that were part of a purchase. In other words, each time a person bought a box of "whatever", they got a picture piece to cut out for the collection/album.
The obverse depicts The Burning of the Red Lotus Temple, as titled on the reverse. There's also some text about rebellious monks setting fire to the temple. The stamp/card might be related to the famous Chinese silent film of the late 1920's/early 1930's. The 22 may just be its number in a series, since it's certainly not a denomination.
