So I just bid on literature, ebay Germany
I lost the bid due to vendors restriction
I lost the bid, the vendor lost (a possible) 25 euros

So, what do I do in future?
contact the vendor, and what do they do, if they wish to accept my bids?

Does s/he have a list of countries that s/he won't post to? If not, there can be the odd glitch in the ebay system.

Rod,

I do live in Thailand and just minutes ago I was rejected by a USA seller, "not ship to Thailand"!
No problem I had this multiple times before.
I changed my shipping address to a friends address in USA. same message does not ship to Thailand.
In about 50% of the cases however changing the shipping address to my USA works.
In the case shipping address changing does not work, I will sent a message to the seller explaining I have a 100% positive feedback, I never lost any package and in case he ships non registered I will take full responsibility incase the mail gets lost. I must say lots of time this is OK.

If nothing seems to work out I will ask friends in either USA, the UK or the Netherlands just to buy for me using their ebay accounts

I was under the impression Australia was given approval
(private email)
But I may have misunderstood
The vendor was apologetic regarding a high postage rate
but I did not understand it to prevent me bidding.
Just leanring for the future.

ebay seem s to indicate a refusal for Russian Federation and Ukraine

and "has not specified" Australia (whatever that means)
I have never "specified" any country as approved.

That makes sense,
I was just a tad miffed, normally I would email the vendor,
I only became aware of the listing with 1 hour to go,
and was watching La Vuelta

Lesson learnt.

ebay seems automatically to exclude Ukraine and Russia (I'd already excluded the latter and Belarus myself) at present. I have one or two others that I specify as countries I won't post to. But I occasionally get queries from people unable to bid, or, in one recent case, unable to pay (I had to go into the form and specify a postage cost for him).

That seems to explain it Geoff.
My sales I always have say "$3 all overseas" for normal envelope
and parcels at cost.

I guess if I do not put an overseas postage rate ebay will restrict automatically.

and.. remember, I cannot see any listings on your ebay moniker

It seems to be hit and miss. I get bids from overseas, so my lots are plainly visible to some. Overseas rates and package sizes vary too much for me to pick one rate.

When I click on your ebay link, it directs me to the .co.uk site. It recognises me as using a dutch IP address. I did not log in yet.
Clicking on the first listing (540 NHM French stamps), the listing, after 'postage' states

Given the current situation, I'm reluctant to order anything from either of those countries at the present time, even if it's allowed. Which is a pity, because there's a Ukrainian seller on Delcampe right now who has something I need for my collection.

NSK - thank you. I continue to be confused. Some issues may arise from my non-participation in the Global Shipping Programme. Or ebay may have changed its practice around what happens with entries in the area below the listing. My actual item descriptions explain that overseas buyers should contact me before bidding so I can give a postage cost.

Rod,

I run into this pretty often, especially with German sellers. Many just check their home country as "yes", a few places as "no", and the remainder are "maybe." Unfortunately, the only way to get a bid accepted if you're in the "maybe" category is to contact them and get them to allow it. Not a great solution if you're last minute.

Thanks, Rod. How on earth can one "specify" international postage costs - that would entail going through four different international rates for each item, bearing in mind that there are some destinations for which I require tracked/signed? I give up!
