Is This A 554d And If So What Should I Do Next

So I tried to do as much research as I could before asking. It has perf 11 on top and both sides with part 10 at bottom. It measures correctly on the precision gage template. Is this in a 554d?

No it doesn't.

You are measuring incorrectly.
Line the guage up, smack bang in the centre of the first tooth
then see how it is at the end, it should end up in the centre of the last tooth
with very little movement in the teeth in between.

Yours, I can see movement progressing

Slide the stamp, up and down the guage till it registers on the tip of all the teeth.

With early Brit stamps, you may see, slight movements in some teeth (bent perf pins)

As Rod states correctly, your images show that your stamp is not aligned with the correct gauge line. This gives you a faulty reading and an incorrect ID. To build on his reply, taking your image "3 of 8", I have cropped it and added notations:

Line 1 goes through a dot on the gauge and through the center of a perf hole on your stamp.
Line 2 goes through a dot on the gauge and through the center of a perf tooth on your stamp.
Correct gauging would have the same alignment across the entire row of dots.

Your stamp is not perf 11 at the side, thus it cannot be a 554 or any variety of it. Looking further...

The printed image of your stamp is approximately 2cm high, which is the span of the perf gauge. Since the side perforations of your stamp is "off-alignment" by about a half a perf from the "11" line, it indicates that it should align extremely well with the 10.5 line on your gauge. Your stamp can only be a Scott 634, perf 11 at top/bottom and perf 10.5 at the sides.

Lastly, it would be good practice to acquire a good pair of tongs to minimize handing your stamps directly with your hands, which transfer oils to the stamps, leave fingerprints, etc.

Just a "heads up" your guage appears to have been printed on paper?
If so it may not be accurate?

As John indicates Perf 11 at bottom, you should have 11 holes in 2cm of stamp (20mm)
(Sometimes part of 1 hole at each end)

Now knowing your stamp guaging, you can check the accuracy of your guage

Check the side teeth by sliding the stamp on its side, down the guage to 10½
and the teeth should magically line up perfectly.

The paper gauge he is using is one of the Stamp Smarter ones, it is accurate. The Stamp Smarter gauges are locked in a way which prevents users from printing them out incorrectly.

I think it's because the stamp is not a major Scott number, is decidedly not "sexy", does not really fall into a specialized category like inverts or private perfs and is there is not a space for it in off-the-shelf albums.
