This is my 1st post as I'm a novice. Is this off center and if so is it considered an error?

Stamps are printed from a steel die (generally)
so they will always be true.
It is the punctures of the perforation needles that are mis aligned
This leads to "grading of stamps"

So, not an error.

Just to be clear,
if the perforations impinge well into the design,
then, one may have a perforation error,
and may be desired by some folk.

In the USA the term of art is not error, rather it is a perforation "Freak."

SB - the one you pictured is not off far enough to be really considered a freak (you would need some of the top of the design showing at the bottom), rather most would just consider it poorly centered (the grade would be Average or less often Very Good depending on which term you prefer)

Generally one wants a perforation shift of about 20% or more. Sometimes less still produces a "change of design" which are sought after (by some EFO collectors) perforation freaks.
