Agreed. Just one of those random printing accidents. You'd be on to something if it were the result of a cracked plate, but just looks like the paper was folded just before printing, then straightened out. It's not recorded because there's nothing to record.
Some collectors are definitely interested in oddities like pre-printing folds and will pay a premium for them. Some can be quite impressive - like this France Sc 46 (Yt 47) I had recently.
