Some Australian Commonwealth stamps were sold in sets in the 1930s to the public at a discount, CTO to 5/- face value then overprinted specimen on stamps 10/- and above.
For NSW, and I don't collect them, I know some were done in presentation sets to dignitaries/UPU, and OS stamps were sold to the public from 1891 to 1896.
