The "Sample copy ..." was applied by the mailer. It would have been mailed with other pieces and the postage paid in a combined payment. There would be no reason for the USPS to cancel it.
It better qualifies as a franking showing that postage was in fact "covered" meaning paid for even if in some cases it means someone gets to mail for free.
Some frankings are cancelled, stamps for example while others are not, such as meters, permit imprints, manuscript or printed free-franks.
