The typical registration cancel for Spain/colonies from that period is the word Certificado in a box, sometimes with the town/date as well. Also known in a hexagon from Spain. So this cancel doesn't fit that. However I'm less familiar with cancels from the colonies compared to Spain, hopefully someone else comments.
