Please help me determine the postmark on One Penny Red, the stamp is NE 17 or NL 17. Thank you very much.

The 17 is just the device number. It was brought into use in October 1858.

The Northeast division was abolished in 1866.

I think the current numbered subdistricts did not come into being until 1917,
