Can anyone identify this stamp? Is that actually a stamp...
Ideally I'd like to know the country and the year, if that is possible. Thank you

Nope! Stumped
The "5" in a ring suggests to me to be DDR "Etiquette"

The chops may offer assistance, do I read part "ENGI" and "LONDON"

It looks like a label of some sort or a passport visa stamp.

I doubted that at first, due to the individual stamped numerals.

Nope. No such thing exists. Countries levy duties, not the E.U. Also, the stamp does not appear from 1992, or later. Austria used 'Schilling' between 1992 and 2002, but never 'Shilling.'

Maybe OP could provide a clear scan. This out-of-focus photo gives me a headache but no clarity on what there is to see.
This could be Irish but also Kenyan, IF that is '5 Shilling.'

Thank you all for your comments. I know that there is nothing post decimalization in this book but I have not come across anything that looks similar. The stamps in this book range seem to range from around 1850s to around the 1960s. There are also postage due, war, tax, charity, telegraph, and air mail stamps so its possible that this isn't a postage stamp at all. It does say 5 Shillings (sorry about the focus) and I've not found an acronym for MEU that seems likely or the E in the corner. I believe the original collector served much time over seas so may be its Military related.

I was thinking in the direction of a postage label used by a bus or train operator.
