I guess I'm missing something with these offers.?? Not a seller, so some selling tactics evade me.
The seller is not new and almost all his items have some bids on them with very high shipping costs.

I don't know who that seller is to know whether they are a scammer or not, but do note that the seller is in Australia and the shipping for that package is quoted to the USA via Australia Post International Courier, their most expensive service, equivalent to International Express Mail in the US, with prices starting from $95.

Ironically, someone in another thread recently asked "How Much Does It Cost To Send A 10 X 13 Manila Envelope To Australia" and two of the responses said (emphasis mine),

Quote:
USA First Class International for country rate 6 (includes Australia) $2.90 to $15.27 by ounce if under a pound for flats (which is what you are mailing). When over a pound, $30.85 2 lbs, $46.75 3 lb and 4 lbs for $62.90.

Quote:
If it contains anything considered 'merchandise' (as opposed to simply correspondence), I think you will have to 'declare' it with the proper forms. I agree, go to PO and get their help. Be prepared for it to be costly.

If First Class to Australia can cost US$63 then Express Mail at US$200 seems plausible.

I assume the seller's postal rates domestically (within Australia) are much more reasonable, and if you click on "See Details" under postage charges, ebay usually gives you options for alternative shipping methods (express mail vs first class versus seapost, etc.)

ZebraMan: Thank you for the details. I noticed on even the single stamp offers the postage was listed as $63 as you said.( For a ~$6 item!). Don't know if common with others, but I make sure to check postage before I bid
My budget is not that big, and I do a lot of bottom feeding.

Postage on ebay can vary widely. A single stamp from a private seller located in the UK can cost from GBP 2 to GBP 12 to the Netherlands. Something similar happens with some Italian listings. I think it depends on whether someone uses an ebay service or just mails it.

I always check postage, as I am not prepared to pay € 10 for a € 2 item.
Sometimes, you see sellers offering acceptable rates for inland addresses but outrageous rates for foreign addresses: i.e., far above the extra cost of international postage and track-and-trace or even registered mail.
