Canada 17 Cents Cartier Cover

This cover from 1863 to Drem comes on a fancy envelope with a nice crest on the back flap. I am not familiar with the Scottish clans/family but would apreciate
comments on possible source and destination of this cover. It is on very high quality paper envelope, and seems that it originate from the Hope family mailed in Montreal, to a Hope recipient, Since Drem is a very small village (< 500 ppl), near Edimburgh, I can't confirm if any members of the Hope clan were living there at the time. I also have trouble deciphering the 2nd line word (Suffuels?).
Comments welcome.
Any ideas about the strange symbold/signature? on the bottom left of the front?

The initials "HWH" scribbled at the lower left of the front match the fancy H W Hope monogram on the back flap.

Thanks very much Archeg and John. This is very interesting. Now I've got to try to understand the connection between the H W Hope and J W Hope.
May be worth getting an access to ancestry for a month as there is not much avail. from the Drem archives. Do you this the title that looks like "Honorable" in the adressee may help narrrow the search? (could be a MP, or member of commons...).

I think Mrs. is correct, and Honourable style coming from being born into nobility.

If my hunch is correct, this was her husband.

quite impressive research. When I compare the writing on the picture of Mrs Hope, and the writing of the cover, there is a lot of similitude on the H and M, as well as the p.
