What strikes me as odd is that the overprinting or handstamp is green like the stamp. It doesn't make a lot of sense and leads me to believe that it is a non-official creation. I have spent a considerable amount of time looking for information regarding this stamp and have come up empty.
Given how much time has elapsed, and how common the basic stamp is, I think it likely that if anything official was done like this it would be known long before now. I find it much more likely that someone created this for their own reasons at some point.
