As my Turkish leaves a lot to be desired, perhaps someone could advise on whether the blue ink in the middle of a circle of this stamp is a postmark cancellation or an overprint on top of the black surcharge (Scott #44).

Any insight would be much appreciated.

It is a cancel .My first thought was that it was a city cancel ,checking my reference book none of the cities had that circle of dots ,so I am guessing it is from one of the occupied areas .

No, it is one of the city cancels, they used these for local posts when cancelled like that. There are a lot of different ones, but you need the specialized literature to know which is which.

The cancel with the circle of dots would be a Constantinople local cancel .
