I tink that you have a case of the so called blind perforations. A learned it from a nother member of the forum.

No, those are not blind perforations but serpentine (edit: specifically serrated) roulettes. The perforations between stamps are serrated. You will not see any gaps.
A blind perforation is when the perforator did not completely punch through the paper, leaving the perforation discs in place.

See some of the perforations between the top and bottom pairs in this block.




To the left side of the stamps is vandalism. The stamps were cut, destroying the perforations.

NSK, thank you for the correction.
Now I can see clearly the difference between the stamps you've posted and the one from the OP's collection. The same type of perforations were issued at Bulgaria 1884 tax stamp issues ,I should have looked closer before writing my previous post.

yes dear :John Becker ,NSK it is a type of roulette perforation I see in some country stamps like germany and greece.

mottaz ,it would be very interesting for me to look at the stamp which you are talking about,but I must say that I not a capacity in this subject. The people you have mentioned in your post are most probably far more experienced than me,especially NSK.
