Austrian Cut Square Ca. 1917 With Unfamiliar Overprint.

This cut square has the same design as the issue of 1917-18 with portrait of Kaiser Karl I (MiNr 221-4, SC 168-171). Only the face value is different. Does anyone recognize the overprint and know its significance?

Thank you, Vayolene (as always, a helpful tutor). Given the date and the consequences of the war, I ought to have considered each of the territories that the Austro-Hungarian empire lost, but I'd never seen this particular overprint and didn't recognize the large C behind the S and R. Also don't find it in any of my catalogues. Again, thanks.
