The used stamp is from the USPS. The unused one is a counterfeit. The perfs match.



The only way to tell the difference is under high magnification the halftone patterns are different and the letter shapes are sightly different. And even then, it is hard to tell if you don't have them side-by-side.

If you look carefully at the corners of the counterfeit you posted where the four stamps come together, the die cutting is not exactly equally spaced on all four sides. The upper right corner of the bottom left stamp is a bit narrower than the bottom left corner of the upper right stamp. It is not a huge difference, but it is noticeable. On genuine stamps, those corners are always exactly the same size and the die cuts meet in the exact middle. I have also noticed that the size and shape of the individual die cuts on the counterfeits are usually not exactly the same for every one, there are small but noticeable differences in them, too. The genuine die cuts are always exactly alike in size and shape.

I noticed that it is a margin, but what I said is still true, they do not match. Also each individual roulette will look slightly different under magnification.
